No, the West Bank isn’t an internationally recognized state in the way that Ukraine is, but it’s hard to deny the fact that Israel is militarily occupying the territory many Israelis see as the future Palestinian state, while even the most die-hard Zionists (ie the minority that wants to annex the West Bank) would have a hard time saying that the Palestinian Authority is militarily occupying anything. (No, Gaza doesn’t really fit into this analogy. As you have concurred, all analogies are imperfect.)
Another comparison could be that Russia has nuclear weapons, and Ukraine does not, while Israel… might(?) have nuclear weapons, and the PA and Hamas emphatically do not. Sure, Palestine has friends abroad who do have nuclear weapons (namely Pakistan, to an extent), but Pakistan isn’t exactly pulling a NATO and stationing missiles on a border with Israel (in no small part due to the fact that Pakistan and Israel are thousands of miles apart).
